Codes and specs.

Hey guys wonder if you can help me. My buddy scanned my 99 F250 with his scan tool. 2 codes were retrieved. A P1209 and a P1211. It says HPOP levels to high or to low(i think). When the truck was at normal operating temp. the HPOP was around 725 psi. I shut the truck off and restarted it. The HPOP went to just over 2000 psi. Once the truck is warm it starts right up but when cold rolls over a bit before it starts. We did a buzz test on the injectors and all 8 sound fine and set no codes. We also did a cylinder contribution test and it was fine to. Do i have to check the pressure on HPOP when the truck is cold to make sure it has the right pressure or not? If you can help me at all i would appreciate it!! Thanks in advance Lance

P.S. I checked my glow plug relay and its fine and if i checked my glowplugs right they all showed .01 resistance.
