Filler neck problem

I have a 88 Ranger Custom Cab.2.9L. I'm unable to fuel up... So I disconnected my filler neck and saw the other hose inside just sitting there,,Should it be connected to the metal part of the neck?, because I connected it. If it's not supposed to be connected, does it just sit in there, and if it does,where abouts? Next to the neck, or just below it? And last , is there a way to keep it straight inside the filler hose?

OK, I think the other hose is a vapor hose,,,and it shouldn't be connected,,,Anyone here know where it should be placed?

Mechanic fixed it`

For all those who viewed my post but couldn't help,,heres the final outcome: My mechanic installed a new, in-tank fuel pump and connected the hose inside the filler neck..now it accepts gas....yahooo!

I would like to have helped, but his description didn't make sense to me. The filler neck piece is metal with two tubes that have two rubber hoses off of them leading down to the gas tank on my '98. One is the filler, one is the vent. There was a hose clamp holding each "lower" hose to the "upper" metal filler neck.
