Light sensor
I tried to put tape over the sensor but it still turns off when sunlight hits them.

Ok, that's funny. I have a '96 explorer with the cool rearview mirror that controls the automatic headlights (is this what you are talking about?).
On the '96 I still have a regular headlight control switch that lets me turn them on manually.
What you want is called Daytime running lamps and it is a dealer option. What you have is called "Autolamp" and my 95 EB has it also. Perhaps your truck is not DRL equipped? The daytime running lights is a module that turn on your high beams at lower volatge regardless of the time of the day and the position of the light switch. There's several hook up kits on ebay that claim will give you this feature, but I would rather contact my dealer.
Wait... isn't all Explorers 2000+ have DRL already installed?
