I just got the truck running and am using a 600 Holley that was on the shelf from a past vehicle.
I am trying to tie in the advance on the distributor to the port on the front metering block and I find the port is at constant vacuum. I can't find any ported vacuum on the carb.
I think the power valve is bad and plan on replacing it tonight. Would a bad power valve cause constant vacuum on the metering block?
Any help would be great.

The bad power valve will not directly cause the vacuum problems, BUT if you had to raise the curb idle speed screw to keep it running then you may have uncovered the ported vac hole to manifold vacuum at idle. Check gasket passages closely and replace the metering block and fuel bowl gaskets with new. If it sat for some time they can dry out and leak.
I started looking into the carb and it doesn't respond to the mixture screws so I will be pulling it apart and puting everything in the dip tank to soak for a day or 2 and start all over.
When I initially built the carb I used the neaprein (not sure of spelling) gaskets on it so that I could pull the bowls often.
I swapped out for a 500 AFB until I could fix the Holley.
