autolite 2100 idleing problem

autolite 2100 idleing problem
ok so these are the simplist carbs but I have one on a 240 I6 and for some reason I am not able to get this thing idled down. I have done this 3 times before and rebuilt many of the 2100's but this one I cannot get to idle down. its not the choke or idle screw. what could it be? any info would be appreciated. thanks

well ussually i adjust them out to the highest idle and them take em in 1/2 a turn. should I use these to idle it then maybe. another thing it does is not come down very fast. when you pop the throttle it revs up and stays there and slowly comes down. even with manually closing the throttle quickly. would this point towards a vacuum leak?
