Pull the vacume line off the valve itself, and look for wetness, or transmission fluid in the vacume line. You can apply vacume to the valve and see if it holds. If you change it, watch that you dont leave out a pin thats in the valve. I think its about an inch long. Some of the modulater valves could be adjusted. Its been a long time since i worked on them. Hope this helps.
