Why? you ask.
Someone once asked, if these chips and programs make such an improvement and don't damamge the engine, why doesn't Ford just sell them that way... I've heard many theories and answers pertaining to reduced stress, less warranty repairs etc...
Well, I was reading this in the news room here...
SUPER DUTY'S IMPROVED POWER STROKE DIESEL PRODUCES BEST-IN-CLASS TORQUE
DEARBORN, Mich., March 21, 2002 – Performance is at the heart of the F-Series Super Duty lineup, and Ford’s 7.3-liter Power Stroke® diesel V-8 delivers – now offering 525 foot-pounds of best-in-class torque on models equipped with an automatic transmission.
And it dawned on me... they just updated the code and now have a new improved product that beats the competition, for little to no cost...
Could it all be just politics?

Why? you ask.
You'd be surprised at how much Ford changes with just code. Heck, the only difference other than code with the 340 HP supercharged Harley F150 and the 380 HP supercharged Lightning is the code.
