That fuse is for the brake lights and the antilock brakes too.
You could have a short in the brake light wiring or the shift lock solenoid could be dead. It is on the bottom of the steering column. It's a small cylinder looking thing with a connector on the end. You could try unplugging that and see if the fuse blows.
If you have a trailer plug on the back of the truck that would be a good place to look for a short.
