How often should spark plug wires have to be replaced? Also, is it normal for the to "melt to the plugs"?

In my experience no, every time I've ever seen a plug wire melt it is because it got hot when it shouldn't have. Interval for changing them if nothing is "wrong" is usually a personal choice. For me about evry two years or as necessary.
