Need help with "whirring"

99' psd. I have been experiencing "whirring" at around 2000 rpms in every gear (automatic) Have noticed this for the last two months. Drives normal up to 2000 rpms and then the engine/tranny (?) goes into this "whirring" mode until it shifts into a higher gear. It is hard to explain. It sounds like the engine is revving high but if I listen closely the clatter of the diesel motor is normal for the rpms. Is this a problem with the clutch fan? Any help would be appreciated

I can hear a "whirring" sound on my 02 at 1450rpm's. To me it sounds like the Turbo and I'm not concerned at all. Just runs like a top!

Not turbo. That is more like a whistle.

is your a/c on? It sounds like the fan clutch cycling on and off. usually it is more pronunced when the a/c is on.

I had some noise although it was more of a low squeal than a whirring sound. It turned out to be the water pump. I changed the pump, thermostat, and the two idlers, one of which had a bad bearing. I also changed the hoses since they were off.
