My 6.0L does the warm at startup/idle somewhat too. It is not as bad as the Dmax that I owned a couple of years ago. That was horrible and the Chevy dealer told me twice there was nothing they could do about it. They said that the truck had to be at a certain rpm for a certain time before it starts to cool!! Ever after movement it would take a full minute just to get the a/c cooling. Now the PSD 6.0L I own now is much better so I do not recognize it at all really. It will start cooling about 15 seconds after startup at idle. So I think mine is working correctly. I really would like to know what Ford says about this though.

There are a couple service messages but I dont know about TSBs. I would have to have a VIN to check OASIS. I do know that a certain number of them were losing freon at the manifold to compressor fitting due to the insulation being trapped between the manifold fitting and compressor during assembly. Also there is a service message that requires reprogramming the processor under certain conditions.
The engine cooling fan is processor controlled and I have seen a couple electronic fan clutches that were defective.
