i believe so, as long as you follow the regulations for your state, and your only going to be there for a period less than x amt of days ( i forget how many)
Unless Georgia is backwards about this.... As long as you have a person with a valid driver's license sitting beside you and is in the process of teaching you how to drive ....There shouldn't be any problem
Your learners permit is still legal out of state as long as you have a person older than 18 in the passanger seat with a valid license. I would just make a quick call to the police dept. (not 911, they're regular phone number) and ask to double check.
Instructional Permit Requirements
( Learner's Permit )

15 ... ha, you all should see the structure for getting a licence in jersey. at 16 you can start a driver program, upon completion recieve a learners permit that allows daytime driving with someone 5 year experianced. then, when you turn 17, you can schedule an appointment to take driving test, and if you pass, yuou get a "learners licence" this allows you to drive with only 1 other person in the car (unless direct family members) and only during the daytime. i think that last for a year, then at 18, you can get a "real" licence. this new digital licence we have is also a whole nuther story, that requires 50million "points" of proof of who you are, social security card, birth certificate, etc. guess they didnt realize half the fakes came frmo someone i know who works at dmv and probably still sells them on the side few a few hundred to pay for her daughters college education.
In California you have to drive with someone age 25 or older with you permit, and when you get your license you can't drive anyone under 20 for the first six months or drive between midnight and 5 am.
