If you crank down the spare tire, you will see a plate where the charcoal canisters are mounted. There is also a vent solenoid mounted there also. Look to see if it is really rusty. Mine rusted through the case and locked in the open position. The part number is F78Z-9F945-BA is about $36 from a dealer. You might want to try fordpartsnetwork.com. Seems like a lot of water gets up there from the tires.

As was also mentioned though the canister check valve can also cause it (as well as any leaks in the lines) but it costs more (about $25), is harder to change and has a lower failure rate. Save your original cap in case it doesn't fix it so you can return the new one.
A P0455 gets set after two successive failures during two consecutive drive cycles. Your line is pressurized. After a certain amount of time a pressure reading is taken. If it has dropped below the acceptable limit then a P0455 pending code will be set. If it happens again on the next drive cycle, a P0455 trouble code will be set and your CEL will come on.
Coincidentally when my cap failed, it was two weeks after getting my emissions checked. One of the things they check is the gas cap sealing capability. This was the first year my '97 Explorer had to go through the test and I never had a problem with it before. It passed the emissions check, but I suspect that they may have weakened the spring when they tested it. Looking at the cap, it looked fine. It also felt normal whenever I put it back on. After messing with it for a couple of weeks, I gave up and bought a new cap. The code hasn't came back since the new cap was put on 5 months ago.
