High beam headlight problem

High beam headlight problem
Just purchased a 2002 Ford Explorer XLT. When you hit the signal light lever to switch from low beams to high, the blue indicator light in the dash display panel is lit but the headlights do not change. I have changed the relay...nothing. Fuse...nothing. I guess it could be both high beam filaments are bad but I doubt it. Any ideas????
