minimum trailer tire ply
I use it twice a year...tops.
It is in desperate need of some new tires. 215/75/15's
It probably weighs 5000lbs (guessing here).
What load range/ply tire can I run safely/cheaply?

You say you use it twice a year.... But you do not indicate how FAR you tow it that twice a year. If you are going cross country, buy the best ones out there. If you are going 50 miles, you can probably go with a cheaper tire and simply slow down.
I use a set of peerless force 4 light truck tires on my flatbed (dual axle). Because I had them sitting around and they have a 2500lb load rating/pair... I only tow 3500 total on the trailer so it was well within the useage.
So weigh the trailer, then shop around.....
