Hum or low whistle

Hum or low whistle
I have a 99 Expedition 4x4. At certain times the trans makes a hum or low sounding whistle, sometimes when the engine is off and sometimes when it is running. When the engine is turned off it continues for about 15 seconds. Anybody have a guess? Thanks
