Lube in the axle tube on '79 F150 Dana 44

Is there supposed to be any lube in the actual axle tube? I was having a problem with lubricant leaking out around the end of the axle so I pulled apart the hub/spindle/ brakes etc... and was preparing to pull the differential cover off to remove the seal when I looked down the tube and noticed quite a bit of lube in the tube. Is this supposed to be there? I don't believe that I have an excessive amount of lubricant in the differential as it doesn't pour out of the fill-hole when I open it. Is there so much lubricant in the axle tube simply because I have a shot seal? Do I need to pull the carrier out in order to replace the seal? Thanks for any help!!

On Dana axles (on my Dana 60 anyways), the seals are inboard, by the differential, so there shouldn't be any oil in the axle tube unless you have a leaking seal.
