I believe generally it's help mostly at higher rpm's. However I saw a test in one of the magazines that shown across the board encrease of something like 8hp. I think I would use one next time on a performance 400 or 460 build even for 5,000rpm. There is a ton of metal going round and round down there to aerate and keep the oil suspended.

I personally dont think you will see any noticeable increase in hp below 5000. I only use them in engines that are going to spin above 7500. For a true race engine, dry sump is much better.

15HP at 6500 rpm is the general concensus. I use one but have never run without one so I can't tell you from experience but I do rev to 6,000 regularly. One fact is that it will not hurt anything. It keeps oil from splashing up on the crank so it will give you a little bit.

Grumpy Jenkins book says the windage tray is good for all rpms, but he highly recommends cutting most of the metal sheeting out and riveting in wire mesh so the oil thrown off the crank does not bounce off the metal windage tray. I have not tried it, but it makes sense.
