Are you sure that it's not blowing cold out of the defrost and/or floor vents when the air stops coming out of the dash vents? That happens to almost every Bronco, and is a vacuum line problem on the newer ones but I am not sure about an 82.
Yea I hear ya brother I live in SA too and I am injoying the rain and cool air that we just got in. But now to get too your problem.
You have a vaccum problem, when the engines speeds up it is making no vaccume, this is where your vaccume canistor and bypass valve come into affect.
You have either a bad bypass valve or a rusted or leaking canistor, and/or other cracked vaccume lines, you should go over all the lines while under the hood, also, check too make sure there not clapsed or getting pinched by anything.
Hope this helps.
BTW, what part of town doo you live in?
northeast part of town; This may sound stupid but how do you check for a vacuum leak. do you disconnect the canister and you should feel vaccum going to the canister or from the canister??? I have no clue when it comes to vaccum lines!!!!!
