There is no place. Because of the design of the PVH hubs, it's nearly impossible to swap in manual lockers without changing out most of the front end. Your only option would be to switch to the newer system found on 2000.5 - 2004 models. My last truck was a '99 like yours, and compared to it this new system is the best thing since sliced bread.

Had a lot of trouble with my Rangers hubs and did an extensive search for hubs. I even looked into changing them into the newer version which mechanic said would be hard on the front Diff due to design. The dealership is the cheapest place to find replacement hubs if you need them because the autoparts store just buys them from Ford and then tacks on some more money. We bought both and they were identical parts.

If you're having problems with the auto hub system, you might consider looking at the sticky in this forum called technical information. There should be a item in there that tells you how to disable the system and make them always on.

Thanks for the inforamation. I should have looked here first before spending the $1500 on repairing the ones I had including the wheel hub assembly on both sides. The issue turned out to be a missing O Ring on the one side. I felt like I was in a MasterCard commercial when they figured out what it was because they picked an O Ring off of the bottom of a tool cart and put it on. Everything worked fine after that. $700 for Wheel Bearings, $500 for new 4x4 hubs, Free O Ring off of the bottom of a cart "Priceless"
