95' Explorer fuel gauge?

95' Explorer fuel gauge?
When the tank gets below 1/4 the gauge is very unreliable, it will stay in one place then drop down to “E” then bounce back up to 1/4. Could this be a bad sending unit? If so is it difficult to replace? Or could it be something else?

There is an antislosh circut that is supposed to cut down on the guage bouncing up and down. when the tank is that low, the fuel really can get moving and splash around in there.
Ford manuals state that you shouldnt let the tank get below 1/4 normally, there is sediment and other junk in the bottom of the tank.
