Electric brake controller-no constant power

Electric brake controller-no constant power
I bought a used 1999 F250LD and the previous owner took the electric brake connector with him by just cutting the 5 wires.
I am installing a Tekonsha Voyager in it. I used my multimeter to verify that
White - Ground
Blue - Trailer brake out
Green - Brake pedal pressed
After searching these forums, I found the black wire was for a dimmer, I didn't need it.
That left the Red wire, which I assume is switched 12V power. I measured it with the key in every position. It measured nothing, nada, zero.
No problem, it must just be a fuse, probably blew when the previous owner
cut the wires.
The truck has the factory tow package, all trailer lights and signals work.
There is 12V on the battery charge, so I assume all the proper fuses and relays are in place.
I looked in the owners manual and they list all sorts of trailer fuses and relays, but nowhere is there a mention of "trailer controller - 12V".
Can anybody tell me which fuse this might be, without me pulling every darn one of them. If you have any other ideas, I would like to hear them too.
Oh yeah, I just removed this controller from our previous vehicle, so I am pretty sure it is OK.

try www.tekonsha.com, they have several electrical diagrams listed for both truck and brake controls. If you have to go to a dealer and ask for help.
