Power locks I can possibly see upgrading to. But power windows...no way in heck. Part of the reason I bought my Ranger is because it is power nothing except steering and brakes. The more electrical stuff you put into something fairly vital like your windows, the more likely it will fail. You can try it, but IMO, I would highly advise against it, at least the windows part.
If you're not insistent on everything looking stuff, you may be better off going to car-toys or a similar place and having them install something like power door locks. Find a deal that include keyless entry and door lock actuators, I would think you could make it work for around $400 or so installed...? Doesn't hurt to call and ask
There are some good kits for doing this. Get a TRUCKIN magazine and check the advertisers. As for power windows failing, All my cars and most of my trucks for the last twenty years have had power windows and I have yet to have a failure. I did have a track replaced on my Ranger because of a noise (warranty), but it worked fine. Go for it.
