rust fun!

rust fun!
So i'm finding some pretty odd rust spots. Whats teh best way to clean these out. i've alwayed use a wire brush and a putty knife to chip away the paint where the rust has bubbled it, and a balpien hammer to smack the rust and break it up.
I got a spot in the floreboard under the door seal where its rusting about 8 inches long. starting to on the otehrside, so i gotta clean up the old rust spots, and patch in the hole. Should i just cut this rusty material out? can't really get the wirewheel into all the spots for it.
Probably gonna get soem tar, and tar teh crap outa it when its done.
