Ammeter question from a Tech article

Explain this...

In Jim Barbera's tech article on this board:
https://www.ford-trucks.com/articles/ammeter.php

He states the following--
"These are the voltages you should see under the following conditions.

Headlights on, engine off -.032
Ignition Key on, engine off -.027 (with electric fuel pump running)
Ignition key ACC -.002
Engine on +.2
Engine on after a few minutes +.1 "

Then he goes onto say in the very next sentence:
"If you see those voltages, the gauge is bad..."

Which is it, I don't get it. Should you or should you NOT see those voltages under the stated conditions on a working gauge?

I believe what he is saying is that if you get those readings, and your gauge is not moving. Then your gauge is bad.
Just my thought.

I fixed mine by modifying the shunt he mentions in the article. I think that most ammeter problems are caused by a shunt with incorrect resistance value.
