It's on the lower dash panel, to the right of the steering wheel and looks like a big heat sink. It will have to plugs.

In the location index of my 1991 Electrical and Vacuum Troubleshooting Manual it states:

Behind LH side of I/P, RH side of steering column

Looking at the Component location views shows it to be attached to the lower instrument panel just to the left (looking at the panel from the seat) of where the radio and equalizer are.

forgot in my previous post:

I pulled the dash out of my 90 Eddie Bauer on Sunday and that is where it was located (on my 90 anyway).

i pulled off the pannel right below the steering wheel, and unbolted the metal right behind that to get a better view of everything. about how close to the radio would it be. i removed 2 plugs off of their supports to get a better view behind the radio and i think i may see it but im not sure i have to get a flashlight to see back there. is there anykind of plug or object that would be a good reference point for me to start looking?

Jason are you sure your van is supposed to have an amp? Not all of them do.
