1997 Expy Headlamp Bulb Replacement

OK,
This shouldn't be that hard. Help me out here folks what am I missing. I need to replace my headlamp bulbs. I follow the owners manual suggestions. Lifting the two retaining rods expecting that I would then be able to work the headlamp forward.
This is not working for me, I feel I am missing a key step here. Any help would be appreciated.

I had a similar problem with my 99 Expy. The tabs need to be pulled up about two inches. If you pulled and they came up a little, just try pulling a little harder.
