On my 91 the relay is located on the front of the left hand fender apron on the relay bracket. Starting at the starter relay it is the first plug in the bracket behind the DSS test connector.
It is either the first or second from the front. It is the one with the least wires on it. The other relay is the ECM relay, has twice as many wires. I cannot figure out what the back one is. You need to find out if the relay is being held in by a ground fault in the wiring, or if the relay is knackered inside. The pump only takes about 1 amp, so I would be surprised if the contacts were welded.
I couldn't get it to reproduce the problem, but the relays seemed okey - I must have a short somewhere else... (I think the the other relay is the WOT relay for the A/C.)
