clicks upon startup

as soon as I turn the key it clicks and continues to click for the first 30-45 seconds of running. Volt guage jumps as well while clicking.
i was searching the board to see if it may be cam sensor
Could this be glow plug relay. truck is very hard/long starting when cold

The wait light comes on and depending on the temp lasts for a few seconds- yet the clicking - which is not uniform - continues and really only does this upon first start - or first cold start
When hood is open I can hear this clicking clearly as it seems to be coming from front/top of engine.
I got the idea of cam sensor from another board where someone had the same problem / same year and response was check the cam sensor

Your glow plug relay is in a box that should be on the drivers side rear of the intake manifold. The box is about 3 by 4 inches with the glow plug harness wires going to it.
The relay is under the plastic lid, the controller is under the relay.
