Easy question

I'm working on replacing the water pump on a car of mine not my truck but this doesn't apply anywaz. I was told the water pump was bad so i'm in progress of replacing it well i've taken the old one off like 10 min. ago and it seems the same as the other as far as how it works. Is the spinning shaft not supposed to spin if it's broke? the only difference is the new water pump is stiffer than the old one.

A water pump can go "bad" and not break the shaft. I personally have never seen a broken shaft. However bad seals around the shaft, a defect or defects in the impeller are most common reasons for replacement.
May I ask why you were told the pump needed replaced?

A dead water pump can, and often feel just like a new one. New one's usually feel much stiffer. Was it seeping out of the small hole at the bottom?

Never seen one that had a locked up shaft, it is usually the seals or impeller. They will seem like they should still be good but they won't be.
