Brake problem

When I am going down a hill with the clutch engaged, somtimes my brakes will lose pressure. I then pump em and they pressurise. I bled my brake lines, and I don't have a vacuum leak. It doesn't do it all the time. Seems like a bubble circulating but they were just bled. Master cylinder?
