I have a 95 PSD F250 and suddenly on steep hills with a few hits on the pedal the brake warning light comes on and the pedal goes hard.
All I've done so far is give the brakes a good bleeding and checked the booster. On a flat road it takes a lot of hits on the pedal to get the light to come on. (So many that I don't consider it a problem) But on a steep hill it happens fast. If you hold the pedal down, shift into neutral and blip the throttle the light goes back out in a few seconds, the pedal also goes light and can be pushed further down. I think that it's the vacuum pump because the vacuum booster seems to hold suction.The pump is also sucking but I haven't been able to find any specs on how much it should suck and how fast. Anybody had this problem or have any sugestions.

Two options here - brake booster (not too likely) and vacuum pump (very likely). I believe it is Autozone that carries a lifetime warranty aftermarket pump that is significantly cheaper than the factory one. If you take the vacuum line from the pump (on front of the engine, driver side near the top about in front of the left cylinder head - 1/2 inch ID line or so goes to the brake booster) off and put your thumb over the vacuum pump inlet at idle you should get a pretty strong pull on your thumb.
It is not a fun thing when these go out, mine locked up (luckily in the parking lot at work). I took off the serpentine belt and drove it VERY carefully 2 miles to a Ford/Sterling truck dealer we use as a vendor and they replaced it. Mine is a '95 as well.
