My power door locks will not open or lock when the button is pressed. They try to, but it seems there is not enough power to complete the operation. Sometimes one door will lock and sometime one door will unlock. I can hear something (motor) running in the doors. I need help. The dealer said it woul cost over $300.00 to fix.

What year and model of truck are you working on?
It sounds like probably both your door lock actuators are shot and will need to be replaced.
The dealer probably keeps quit a few on the shelf, if he repairs as many as I see complaints on here about them not working. I think I will get into the Ford electric door lock/window aftermarket business.
My 98 f150 truck did not come with power locks but I bought some off of ebay for 25.00 but you can get some replacement accutators at http://www.partsexpress.com for a couple of dollars. Since the existind wires are there they should be a breeze to replace. That was the hardest part of my install was running the wires to the cab. Good luck
I have a similar problem. Only it seems isolated to my drivers side front door only. Yesterday when it didn't unlock all the way I stuck the key in to unlock it and it sounded like something broke when I turned the key. Now I am unable to lock that door. I can't even force the lock down. Does this sound like the same problem?
No, mine attempts to lock and unlock, it appears that there is not enough power to complete the cycle. How do yo take off the door panels to replace actulators?
Here is a link http://www.a1electric.com/installations.htm there is a f150 there this applies to power windows but it gives the instructions for removal of the door panels. All you really need is a small screwdriver and another few basic tools.
Check out these treads and that should help you with replacing them. They ran about $35 to $40 for each one. I just had to replace both of mine about a month ago. I had both actuators fail at the same time with the same problems.
Yeah i ended up calling about 7 differtent dealers in town to get the best price. They ranged I think from $35 (Metro Ford Kansas City, MO.) to about $50 at some of the other dealers.
