Doesn't tell much that will help with restoration. It's a Canadian vin according to my notes as follows:
BD - Ford
83 - 114" wheel base pickup
H - Home Office/Ontario
49 - year
18060 - production number
Engine = '49 239.4 ci with 3 spd light duty
Model = 114" pickup. Since this is a 49 canadian truck you have a F-47. Which is the same as the US trucks but uses the first 2 letters of the GVW 4700.
Trim = Just says what color the interior is but don't have an answer for it.
Paint = Just says what color the exterior is but don't have an answer for it.
and you already know the serial number. Hope this helps. Soon I'll have three canadian built '51 trucks. F-1 and two M-3's. The M-3's are just the Mercury version of the same truck just like Fargo and Dodge.
I don't know if anyone does. I've never seen any of these trucks with a color different than a grey interior. The 51-52 5 star extra cabs had a red and grey seat. 48-50 trucks had a black seat.

Welcome to FTE, the best durn place for info, help and guidance on these wonderful old trucks.
I'll start with your Serial number MD821149-6223
MD = Mercury 1/2 ton
82 = Panel Delivery (114" WB) H = Home Office Windsor Ontario plant (H not 11)
6223 = Production number
Engine 9E = E is 239 V8 with 3 speed trans.
Not sure where you got those paint codes from, would be better if you can post pictures of the various plates and stampings.
The numbers you posted for paint and trim, don't line up. M-1722 is the US paint mix number, Ford Canada did not use those numbers AFAIK.
