no check engine light

no check engine light
just failed emmissions testing , 1996 mazda with ford 4cyl 2.83 engine , code p1443 , the check engine light fails to come on with key on test , doesn't come on when running either , any ideas ?

when I bought the truck used the engine light was always on , would clear the codes to pass emmissions , a week or so later the light would reappear and I would repeat the clearing sequence . After a recent tune-up the light went out and would not come on even with key on test , the trouble code p1443 was registered on the states computer and does not relate to the light as far as I can tell , it has more to do with the purge cannester , however I did not fail this particular test . so you can see my delima , anyone with insight please comment I have ten days before registration expires .
