Timing problem?

I have a 94 F150 with the 300/6 cylinder engine, 2 wheel drive and an E4OD transmission. My problem is poor gas milage and no power at highway speeds. It is all I can do to get it to 70 mph. And that is with the gas pedal floored. it accelerates O.K. until overdrive kicks in and then it just quits pulling. It gets between 12 and 13 mpg. It has been this way since I bought it in 96. It had 18000 miles on it when I got it. The computer does not give any codes other than 111. It runs fine other than no power at speed and poor mileage. I have done all the normal tune up things. I do have a bad valve in the front fuel pump, as the rear tank fills up the front tank. Timing is set to 10 degrees BTDC. The only thing I can find wrong is the timing starts to advance normally when you increase rpms and then it starts retarding the timing. The faster the rpm's the more it retards and ends up back around 10 degrees. I have no idea where to start to try and solve this problem. I am assuming that the faster I try to go, the more the timing retards which equals no power and poor milage. Any help will be appreciated. Thanks

Did you have checked the Manifoild Absolute Pressure Sensor??? If this is not receiving vacumm, ECM "think" it has to retard timing to avoid detoning.

By the way, timing should be advanced while RPM do IF there is at least 8 to 10 inches of vacum at manifold.
