I think the puller only pulls air, so if you want to mount it to pull cool outside air into the engine compartment it has to be mounted inside the engine compartment side of the radiator. If you mount it outside under the grille it will pull in air from the engine compartment. Reversible blades would allow you to mount it either inside or outside and get the desired effect by reversing the blade rather than remounting inside or out.
