You don't need to pull the panel for that, get some silicon spray and spray the guides at either end of the window, then run it up and down a few times. . If the regulstor is binding, there is nothing you can do to fix it, it's a cable type and would need replacement.

Wait a day and do it some more. The silicon cleans and lubricates (you should spray your good windows while you are at it). If it doesn't work, I think you could probably have the entire regulator replaced for under $300, but there isn't much else you can do if you removed the door panel. It could also be a weak motor....
