I recentaly read a post saying after a 7.3 psd starts up from cold the glo plugs cycle in and out for a while is this true, does the plugs heat the air or the fuel coming into the cylinder.

The glow plugs heat up the air. Some folks claim that they "cycle" the glow plugs when it is cold but this is not necessary. The glow plugs come on when you turn the key and in cold temps remain on well past the wait to start light. You can usually tell when they are on and off based on the power meter on your dash.

To manually cycle the glow plugs you would turn the key off after the battery meter gets back to normal. It's not really worth the extra drain on your battery. In really cold weather I normally wait an extra 15-20 seconds after the wait to start light goes off to give it a little more time.
