Is the engine warmed up?
Have the plugs been changed lately?
How about the oil and air filter?
Make sure the vehicle is properly tuned up, then if it still fails, try replacing the cats.

1.oil change with slightly heavier weight oil....20-50
2.new motorcraft plugs
3.new cap and rotor
4.check and adjust timing (check air cleaner box for procedure)
5.new air filter
6.new O2 sensor
7.using apropane canister and a hose on the nozzle, check for vacuum leaks....if the engine smoothes out then you have a leak at that location...
if no change then no leaks.
8.Have the EGR valve and its selenoids checked for proper operation
9.have your air injection/divertervalves checked for proper operation (sometimes the crossover tube gets all choked up with carbon built up.....I cleaned mine with the oil dipstick.....)also check to see that the vacuum lines controlling them are not broken...passenger side exh manifold a small beige colored hard line
10.check the MAP and TPS voltage and see if it is in spec
11.pop the hood open at night and watch for voltage leaks in the plug wires......if there is there will beblue sparks jumping around in the engine bay.
Performing the OBD test will confirm whatever needs working on....I just wanted to give you some guidelines.
go in and kick some rear!!! You can make it pass!!!
One more thing....inflate the tires abit more than usual (less rolling resistance)
just don't forget to bleed them a bit after the test....
And use normal octane fuel as using the premium can cause you to fail.
