Box tie downs?

Box tie downs?
I have a '81 F-100 with the square box, and the wheel wells on the outside of the box. What do you put in the holes on the top rail to use as a tie down? The inside of the box is all enclosed.
I know this is a silly question, but....

I've got some square rubber plugs that fit in the stake pockets on the bed rail. They have an eyelet on top. After you insert the plug into the hole, you turn the eyelet and it expands the rubber plug so it's tight in the hole. They came with the truck, so I have no idea where they came from. But if you want something like that, I'd start with your auto parts store first. I also have the little cleats along the sides of the bed rails near the top. I actually prefer to use them when I have to rope stuff down. I remember way back when most of the step-side trucks like yours had little upside down 'J' hooks on the outside of the bed rail. You can still find those in hardware stores.
