Wastegate mod?
I bought a 99 powerstroke f250 and as I was going over it I noticed that someone had installed a small metal tube with a little hole in it between the wastegate vaccum port and the vaccum tube. I'm guessing that this is intended to delay the wastegate opening and increase boost pressure? The truck also has a superchip, could this cause to much boost? I'll be putting in gauges pretty soon but I'd like to know whats up with that tube and if I should leave it in there.

Your assessment is spot on. That is exactly what it does. It's called a "boost tube", and it dosen't hurt anything.
FYI. That's a pressure line that operates the wastegate, not vacuum.
