Air filter or what?

I have a 98 expy eb 5.8 w/rear a/c. When I open my rear door at the top there is something that looks like an air filter of some sort. Is that what that is? If so does,it need to be changed? What is it for?

That's a vent intended to prevent an air pressure spike in the passenger compartment in the event that the airbags go off while the doors and windows are closed. Keeps your eardrums happy.
