Give this a shot.
Don't take this as the only or best option {may not even work, you know that "Murphy" Lives!}, But, what I have done in the past is get the tank down to below 1/4 tank {the closer to mt the better}, and then add 3 or 4 bottles of "HEET". This is Methanol! Be careful! That should help you "pass", but you will still have the problem. Should let you get the paper work done, and then tackle the problem without empting the wallet to fast. 
WORD OF WARNIG THOUGH, AS SOON AS POSSIABLE, fill the tank, the pistons might need a new home if you run that mixture for to long! 
I live in Delaware, and I have had luck with this trick there.
