Might be the IAC needs cleaning or replaced. How long since plugs, wires, cap & rotor, air & fuel filters, PCV valve, etc. were done? Good idea to pull the codes, too.
Idle Air Control. It's a solenoid valve attached to the side of the throttle body that regulates air into the intake when the throttle valves are closed. They can get gunked up and not work properly. Can be removed and cleaned with throttle body cleaner.
Please Note starweb that there is not cap and rotor on the explorers even first gen. its a sealed unit, they ussually dont need to be replaced cap and rotor are on older cars and most cars now a days dont use them, but eveything else c96drumm said is correct, you might also want to replace fuel filter and check fuel pump sometimes when fuel pumps are going they dont pump the fuel like they should, or a clogged filter.
