Turn Signal Troubles

I checked all the previous threads concerning turn signals but none seemed to be my problem. When I flip the signal on, the lights come on and burn steady. Sometimes they flash, but there is not a rate to the flash, might be slow fast or a combination of both but mostly they just burn steady. I have replaced the round flasher under the dash above the brake pedal, but do not know if it is for the 4way or not. I cannot activate my 4 way switch as the column came off a 78 F150 and when I replaced the steering wheel it prevented the movement of this switch. I have correctly matched all the wires between the truck and new column and verified their correctness 3 times. I have voltage at the flasher, yet it does not make the usual noise, and yes I replaced it again just in case the one I purchased was faulty. The voltage at the lights is 12VDC. Is there supposed to be another flasher for this truck in another location that I missed? Thanks for any help.

The flasher on the fuse box is for the hazard lights.
The turn signal flasher (if never been disturbed) is located behind the dash on the furthest most left side above the left kick panel.

I think it is blue and is held on by a little nub on the back of it that slides into a slot.
Push Up on it,when you find it

Go around the truck twice, with the turnsignal switch in both directions. All the lamps should be burning. If any are out, check that socket for corrosion. If any seem to be dimmer than it's companion on the other side, be suspicious of socket corrosion.

If all that looks ok, then while the signal is off, hit the brake pedal. If the dash indicators light, then you have a corrosion problem in the rear sockets.

Also make sure when the signal is off, that both brake lights do work. The brake lights run through the turnsignal switch.

You can also turn the signal on, and then hit the brakes. If this changes the problem when the signal is in either direction, then I would say more than likely you have a corrosion problem in the rear bulb sockets. But since this is an adaptation of another column, your wiring could be the problem too.
