I guess the 1st thing to ask is what year model is the engine. I know that the 289, 302 & 351 Windsor is all the same engine with a few differances.
Try removing the Dist. Cap turn on the key then use a screwdriver and see if you get a spark when you open the points. Also you can take off the Coil and using steel wool clean the coil and holder to make sure it's making a good ground contact.
I have had a wire come loose on the back of my ign. switch in my 68 Mustang that would let the engine turn over but wouldn't fire. Hooked it back and the car fired right up.
finally got it running, the butterflys on the carb were slammed shut. I proped them open with a screwdriver and the engine came to life. I dont know how or why it happened. but I thought for sure it was an electrical problem since the engine wouldnt even sputter.
