C6 shifting early (modulator?)

Hi All,
My 87 E350 with C6 is shifting very early and maybe a bit soft. I get into third gear at 20-25 mph under medium acceleration. Wide Open Throttle gives good shifts.

I'm wondering if the vacuum modulator could cause this. It seems that I have heard that the modulator will cause the shifts to be too LATE not early if it fails. Anyone have any experience with this?

I may be wrong but I think some modulaters were adjustable. But It sounds like it could be the fault. Before you replace though check the vacum line for leaks or plugs. It is a place to start.
