lock on back bumper

lock on back bumper
What's the lock for on my back bumper? I used my ignition key to unlock it and the entire lock comes out with nothing behind it. I figured it was for a wiring harness but I already have a harness under the bumper.

That lock is there to prevent spare tire theft. It elimates the need to have a cable lock on your spare tire. As long as you leave that lock in place, nobody can put the jack handle in to lower the spare
