It depends on the height of the trailer. If you are towing without a weight distributing hitch you want the trailer to sit level when on the hitch. You do not want it "a little low" in the front, only level. If you use a weight distributing hitch you want it to sit a little low when you sit it on the ball and then adjust the torsion bars until it sits level.
To sum it up, there is no fixed height but all rigs should to level. Unfortunately most of the rigs I see going down the road are hooked up improperly.
